I don't think there should be less risk either - when I lose a ship, I want it to mean something. The same goes for when I kill someone else's ship.
I think what needs to change, is the general attitute to losing ships. It's a game, it's not real life. So you lost a ship today, big deal. If you've been in hisec for that long in a relatively risk free environment you should have enough for another one fairly quickly. Players need to stop thinking that losing their ship is the be all and end all, and instead of crying about it, need to figure out what the did wrong (and no, the answer is almost never "shouldn't have gone to losec!").
I've flown through rancer countless times without incident. It's also the place when I lost my first and second ship, and was first podded. It's not that scary.
tldr; the main thing that needs to change are attitudes to ship loss, and the realisation that EVE is a game, not an extension of life. There'll always be people who are too afraid/insecure/uninterested in exploring, but there's surely a lot of people who just need to take a shot of concrete and get out there to learn that it's not really that bad of a place if you know what you're doing.
This is the mindset that works for you.
Thing is, there's a large part of the population that does not want risk in the leisure area of their lives. They aren't gamblers, they like just kicking back and relaxing.
Empire to them is just kicking back and relaxing. And that's what they want. So like I said earlier; the way you get people out in the other areas of space? Make it all highsec. There is a sizeable bunch that will never ever leave highsec no matter how much you pimpslap it. They will leave the game, but not highsec.
As far as getting people to 0.0, bust up the large conglomerate superpower alliances, then remove the hate for industrial people from 0.0 residents, and you're on your way. ------- CEO of Maids. No I didn't pick the name. I've grown rather fond of it though.Poor PR in progress!
